The bad part about giving a player creative like this is with a hacked client, they can get lvl1000+ enchants on all their gear, making them invincible. I can't remember what the hack was called, but I used it a long time ago on a 1.2 server and I'm sure its still around.
It's a cool idea! But what TimJames says is true! You need a really good anti-hacking plugin! And a plugin that you can't enchant.
People always find ways to cheat, they have knack for that xD Maybe if the user level is detected and compared with the maximum level in the configuration file? If the player's level is higher than the permitted level, subtract the excess. What do they say?
