    This plugin makes it so if you stand in water you get regeneration. You also do not drown. It should be per-world. The config would look something like this:

    WaterHealing: world, world2, world3
    WaterNoDrowning: world, word2, world3

    Thanks for anyone who picks up this plugin!

    I can do this after holidays (;

    And I dont know if its possible to not drown and detect water without a performance cost. Is this ok with you? Wont be too much, but it will cost a little

    Payment isn't allowed in plugin requests.

    I have no idea if this will work because it's untested. But, it's worth a try.

    I can make it for you after a little bit later. Also, I think that you cannot stop drowning in water...

    DamageEvent has a reason, drowning is one of them ( I think )

    If not, check the block at player's head.

    You can use VariableTriggers / Skript to make this plugin.

    This seems like a good idea and I am going to try it out too and see how it goes.
