Writing A PluginLoader for plugins in other languages

I can write plugins in Java but I would much rather write plugins in C#. I read that you can write plugins in other languages if people write PluginLoaders for them. I would like to write the PluginLoader for the C# language but there is no documentation or any information on how to start writing a PluginLoader for another language. Can anybody point me in the right direction?
