Worldguard Ignore Permission Not working?

I am trying to set up WorldGuard with an ignore-permission so I can allow players to bypass a certain blacklist with that permission, however, this feature of WorldGuard isn't working for me.

WorldGuard blacklist file: (Works, Prevents Mining of Gold Ore)
# Deny gold ore
[gold|ore] (Note the | is there because this forum autocorrected it to a pic of goldore)
on-break=deny

WorldGuard blacklist file: (Doesn't work, Allows players to mine the gold ore without the permisison)

ignore-perms=worldguard.goldore

Essentials Group Manager,
