   Owners can't build in region A, which is inside region B. I defined the region A as "ColtShop" and region B is the "Mall" region. I set the priority of "ColtShop" higher than the "Mall" region but when I deop myself, I still can't build. If I do /rg flag ColtShop build allow, everyone can build in it. I also did /rg setparent ColtShop Mall so that the Mall is the parent region.

   Are those regions inside the spawn chunk radius that only ops can build in?

   No, the "Mall" region is nowhere near the spawn radius.
