Problem/Bug Worldguard crops

So apperaently Im trying to make a skyblock server.And ı need to make it so that carrots and potatoes can be breakable in worldguard region but ı couldnt do it how can ı do it?
Deny carrots
[carrots]
ignore-groups=admins,mods
on-break=deny
can someone please tell me whats broken here and by the way ı didnt enable whitelist
