Which plugin should I use to promote a Nation-like PVP?

    So I'm building a server right now, and I need a plugin that can promote a 24/7 PvP essentially creating one neutral state and 2 warring states. Anytime the other state can attack anyone on the other side. Not steal, nor destroy blocks, but walk in and attack. If they succeed in going to the state capitol and capturing a capture point, they all get some economy money which they can use to purchase things. The capture point is easy, use command blocks, but what plugin would best suit my needs?

    I was thinking factions but would pvp be allowed with claimed land? Or would it have to be in a warzone?

    Anyways any help would be greatly appreciated.

    factions allow other faction to attack other faction if the faction they are attacking is in enemy status

    Although i havent messed with the PVP or War , Towny has this.

    Thanks for the help guys, I decided Towny was the way to go. <3

    Quickly though is Questioner still required for towny? I'm using BOSEconomy so is it still necessary?

    You do need questioner, it sends invites to people that are asked to join by the town mayor, rather than just adding them into the town.

    you'll have to check the towny user guides, i know it works great with iConomy, but im not sure if its compatible with other eco plugins. And yes as LlmDl said, Questioner just enables an accept deny question when users are invited to towns.
