This can easily be done without any custom plugins being made! Simply download these two plugins: HideStream (Used to disable all preset join, leave and death messages.): http://dev.bukkit.org/bukkit-plugins/hidestream/ Then download Custom Server Messages (Used to make your own custom join and leave messages.): http://dev.bukkit.org/bukkit-plugins/csm/ Hope this helps. Okay so I checked out hypixels server I think I understood what you want Heres the plugin <Edit by Moderator: Redacted mediafire url> You can edit the message in the config Permissions: JoinAnnouce.MVP JoinAnnouce.MVP+ No commands.
