I believe you have to elaborate on your plugin idea a little bit. First of all, I think it's important to know which commands you need permissions for since I doubt that every player can execute all of these commands. And second of all, you mentioned that there would be keys which are used to be able to create a token. But how does that exactly work? How do you get the keys? How do you redeem them? And when you do redeem a key, are you just granted access to once type a command?

Thanks for the extra information. If I understand you correctly, then a player can own multiple prefixes, right? But I don't see any command, that allows a player to switch between prefixes, like "/tt select [NAME_OF_PREFIX]". Does a command like that need to be added, or did I get you wrong there?
