I have a new roll the dice plugin that I had built for myself but decided to release today, here's the link http://dev.bukkit.org/server-mods/customrtd/ The only criteria of yours that isn't in this plugin, is the ability to configure the message and it doesn't have a config node for limiting the max roll number with the /roll (maxnumber) command. Otherwise, it has configurable broadcast radius, default max, permissions for /roll and /roll (maxnumber). Hope it fits your liking, and maybe if you need the other features, leave a post and I might add them.
