Simple Character Notes

Suggested name: CharacterNotes

What I want: I am current running a minecraft roleplay server, and we are in need of a very simple plugin that others besides ourselves could probably find useful as well. What we are looking for is a way for us to create little notes for players that can be viewed in chat by anyone who shift right clicks them (This could be substituted for a command if need be EX. /cn name).

An example would be an admin uses the command:

/cn edit bob Expert Swordsman

Then when another player shift right clicks bob, they should see in their chat:

"Expert Swordsman"

If there are multiple notes they should be separated by having one on each line, like so

"Expert Swordsman"
"Novice Blacksmith"
"Master Magician"

Ideas for commands: /cn edit playername informationhere

Ideas for permissions:
cn.seenotes - allows user to see players notes
cn.editnotes - allows user to edit other peoples notes

When I'd like it by: Within a couple, sooner if possible

Additional Notes: This will be used with the Character Card function from RP_essentials, I doubt there would be any compatibility issues, but I will mention this just in case.

This will be used on a 1.8.3 server
