Server with no internet connection

    Is it possible to run the spigot server with a custom plugin on your computer and connect to the server without an internet connection?
    Could you also you an android phone and turn on hotspot but without data and connect to that, will it still work?
    just curious for a friend because his internet cuts out frequently and can't test his plugins
