I continue to get this error every time the server saves right before a shut down. I was having trouble with the regular world saves and had opt'd out to use a plugin to handle my world saving for me in sections instead... I have tried to find all kinds of answers via Google and searching different parts of this error on leaky bukkit as well and cannot figure out where this error comes from. I fear that whatever this error is, it's causing my server to occasionally have a drop in TPS from time to time as well (though it's only for a split second). I'd like to eliminate the issue.

Yes, Dev Build. 1.7.2 only has Dev Builds at this time... As far as resources... I have more than enough RAM on my server to use/hold everything I have, which is why it is unknown to me why this occurs. I see no reason for this sort of thing to happen.. However, I am unsure what I have done but it appears to have stopped happening (for the time being) and I will continue to watch the restarts to be sure. (none of which have involved updating or uninstalling anything)
I'd guess it's a corrupted chunk. See if the lag / save error appears after visiting any particular area of your map.
Shouldn't be a corruption, everything seems fine in game and we've checked what we can visually. Though as I said above all seems well right now, and we'll stick with the NoLagg's portion saving as it keeps it from saving everything at once, instead does it in parts which helps reduce any sudden/all at once lag. Our restarts used to be error filled too, but an update to a few plugins seemed to have stopped that as well.
I do not run out of RAM, my RAM usages remains low at all times. I have about 45(ish) plugins on a 4GB server. My 'biggest' problem (which isn't really big) is my TPS spikes low occasionally, but not enough to mention in console. NoLagg gives a notice every once in a while it has dropped however.
