RPG Plugin Needed

Suggested name: CustomQuest

What I want:I want a plugin that can make npc's and quests.
I know that something like this has already been made but I've been looking for a while and can't find one i've found one's that are complicated and that do not work with citizens or npc plugins.

Ideas for commands: The plugins i want need to be easy.
CustomQuest = CQ this is an abbreviation for the commands.
/CQ create [Kill/Gather/Talk] [name]
/CQ set [name] reward
/CQ Npc create [name]
/CQ NPC [name] set [text]
/CQ link [name of quest] [NPC Name]
/CQ Set timelimit [time allowed to complete Quest]

Ideas for permissions:
customquest.player.interact.npc (allows to talk deny or accept a quest through npc's)
customquest.Accept.quest (allows to accept a quest)
customquest.deny.quest (allows to reject a quest)
customquest.list.quest (allows to see list of their accepted quests)
