Public Ip not working, Private IP is working, but, Public Ip also responds when pinged.

Hello people, dont know if this site is alive or dead, My public IP is not working. Please Help, You have read my problem in the subject itself..

 

Yes, I did use it, and I found it from whatismyIP.com. @timtower

And it is also saying that my IP refused to connect when I try to use it. I use Nginx btw

From the router, the admin page of it, i have set the post forwarding from the Router, Firewall I think from the Windows firewall I think, I don't think I did anything for port forwarding I think
