Protection Plugins not working

Hello, I have a problem...since I updated my server from 1.20 to 1.21.1, my protection plugins are not working anymore, plugins like ProtectionStones, SpawnProtect...even tried GriefPrevention. I get plugins messages like: "Entering protection zone of...., You can't destroy here...etc but i can still break and place blocks in that area...my players are not happy with that.
I tried all versions of WorldEdit(1.21.1) like: 7.3.4, 7.3.5, .....even 7.3.9, with WorldGuard 7.0.12 but again...nothing works....my plugins doesn't show any errors in console...and...as i said...they seems to work but not protecting....

*P.S. In the Spawn zone it says that you can't break/place blocks but.....you can....(SpawnProtect plugin)

@timtower I have LuckPerms...today i found that in the Spawn zone, not even the damage repellent works and i mean: mobs can hurt players but players can't harm mobs...when I try to hit mobs it says that "You can't do that in spawn" but when they hit me, it says "Damage repelled, you can't take damage in the spawn zone" but they can hurt me...
I removed LuckPerms and place protection blocks on my OP account but again....same situations...players can still break and place blocks in the protected zone.
