Plugin Help Problem with WorldEdit&WorldGuard permissions

so the problem is that on my test server i can't destroy blocks on a region, because im not a member/owner of the region, but i can use //set command and it will work. how to make it impossible to use //set in a region if you are not member or owner? p.s. i have worldedit, worldguard, permissionex plugins on this server, and the version is 1.8
