Plugin on Semi-Normal?

Hey guys, I've recently looked up on the forums and google, and what I've heard from is that plugins shouldn't be in the Semi-Normal status, because it means that the plugin / mod runs outside of minecraft, while plugins don't run outside of minecraft, they run with the server, so basically inside of minecraft. How can I get my plugin to be Normal status instead of Semi-Normal status? Thanks for any replies. Plugin link is here

ah, ok. Is it possible that my plugin may never become to the Normal status and won't be downloadable on bukkit.org?
