Development Assistance Plugin doesn't work

I made a plugin, but it doesn't work.I did it just as in a video.It didn't said any problems.When I put the plugin on my server.It didn't work.I did /plugins and it did not show my plugin.Also the command did not work.This was my first plugin.Its a very easy plugin.My server is a Spigot server.Does that change anything?

 

It just does not say anything.

 

There really is nothing about my plugin.
Is there a difference between Spigot and Bukkit Plugin?

I just created a Bukkit 1.7.10 server on my computer, the plugin works.But on my hosted Spigot server it does not work

I also created a Spigot server on my computer and it also works on that server.
