I am a COMPLETE noob to servers and when I try to open Bukkit it says...

    174 recipes
    27 achievements
19:10:36 [INFO] Starting minecraft server version 1.1
    19:10:36 [INFO] Loading properties
19:10:36 [INFO] Starting Minecraft server on 86.14.252.105:25565
19:10:36 [WARNING] **** FAILED TO BIND TO PORT!
19:10:36 [WARNING] The exception was: java.net.BindException: Cannot assign requ
    ested address: JVM_Bind
19:10:36 [WARNING] Perhaps a server is already running on that port?

What I want to know is... how do I open Pail again? >.< Sorry if you facepalm'd, but I'm THAT stupid.

    *facepalm* ;)

Open the task manager, goto processes and kill all those, that have "java" in their names. (for example "javaw.exe")
    Then you can "reopen" pail

In fact a pail server instance runs in the background and uses the 25565 port, so if you open a new instance it can't use the port again

Joe Morris Pail cannot start up if the server doesn't, and that error shows it cannot bind to port. To fix this, stop your minecraft server and make sure there are no instances running. Make sure server-ip= is left blank in the server.properties, if all else fails, reboot.

You can also try binding to another port.

There are none that have "java" in their names.

How do I do... any of that?

Then you should disable the firewall and you can leave server-ip= blank , as saul100 said

Open up server.properties in a text editor (Notepad, Notepad++, TextEdit etc) and make sure the line
    is left blank.
