NonBreakable Blaze Spawners in Nether

What I want: I want a simple plugin that doesnt allow normal players without the permission to break spawners in the Nether. Though most spawners in the nether are blaze spawners,by default only blze spawners cant be breakable, though I want it to still be possible to set it so the owner can change it in the config what spawners to break in the nether. Also can you make it so certain people like mods or admins can break spawners, people with the permission.

Ideas for commands: /configrefresh (IDK, something to be able to refresh the config) Other than that nothing else.

Ideas for permissions: certain people with a permission to be able to break spawners in end. you may think of anything for the permission name. IDK
