   I run a bukkit server and use the permission plugin called Group Manager and for some reason only ops can pvp even though the sever settings also has pvp as enable

   Since ops can pvp this sadly confirms that it is a issue with a plugin. If you are sure Group Manger has been correctly setup look to see if you have any other plugins such as world guard that could be blocking it.
