Basically what I mean, is that a minecarts could be driven like a car. So just placing a minecart, jumping in, and driving on any block. It should be at least faster than sprinting, and of course it can be controlled by the player. Also it shouldn't be able to drive straight up. Permissions are not necessary and it doesn't matter if it uses spout. Hope you understood! If not, comment and I'll try to make this post better.
