First of all, if there is a plugin like this and its 1.6 please let me know, I couldn't find any. I need someone to make me a plugin so that when someone try's to drop and item, they cant by pressing Q or dieing. I would really appreciate it if you could make this and post the download below, thanks

I highly recommend WorldGuard. While WorldGuard prevents breaking of blocks and many, many other things, there is a flag which prevents dropping items and displays a message saying "You cannot drop items in this area!" (All messages configurable!) Hope this helps!
