Filled No blocks near water

Hey guys, I need a plugin that will disable placement of block configured in the config near the water with also configurable radius!
Example: I dont want sponge to be placeable near water within radius of 1 block
If someone does place the sponge within that radius they would lose the sponge (im guessing it would remove the lore and custom name of the sponge if they got it back), if the sponge was placed inside water, the water would be restored and they also wouldnt get their sponge back.

Need it for 1.8

It is possible to return the sponge with the same lore and custom name if that's a feature you want added.

Cant seem to get it working, do I have to change something in the config?

Any errors? Make sure the radius is set to a number higher than or equal to 1, and also, make sure that if you're using colour codes, you use & and enclose the name in single quotations, like so:

'&bCyan Name'

Theres no error messages. I did not touch the config for the purpose of testing, does the sponge name and lore in the config have to match up with the sponge name and lore ingame?
