Filled MotionShout - Unique Server Plugin

Hi my name is Dyl619 and I am the Owner of a
Faction Server called MotionCraft Factions
IP: motioncraft.info
Website: motioncraftfactions.enjin.com

The plugin I'm thinking of is a Shout plugin that anyone on the server can do /shout and it will broadcast a message globally example: [MotionCraft] Dyl619 - Hello, MotionShout
But they can not dot his to spam, so maybe a 15min cool down timer.

Commands could be simply:
/shout [message]

Permissions could be:
- shout.shout

Extra INFO!

I could make this plugin but mabye not the cool down timer; mabye if you get SpamGuard with it and disable everything except CommandSpam i'll do it

I looked at that and he said he wants it to be [MotionCraft] but you cant configure it with that

It's customizable in the latest build.
Can choose from:
* /shout
* /asay
* /say
* /announce
* /broacast
