~Looking for a GOOD Banning Plugin

What I need:
- A command to kick a player
- A command to ban, and tempban a player
- A command to mute, and tempmute a player
- A command to IPBan a player

I need this plugin to Override Essentials
I need this plugin to Broadcast when a player unbans someone. For Example "&b{PLAYER} &ahas unbanned &b{PLAYER} (must have this feature"
I need this plugin to have permissions that allows certain groups to not be able to be banned/kicked/muted, and also permissions to only allow certain groups to see the broadcasts of players being banned/tempbanned/unbanned/muted
This plugin also needs to broadcast when a player IPBans another player, and also un-ipbans a player.

Essentials is not the plugin I want, as there is no way to broadcast when a player unbans a player, you can not tempmute a player, and it also does not broadcast when a player BanIPS a player, or UnbanIP a player.

I need all these specific features for this plugin, if there are none out there like this, please tell me, and I will post a plugin request
