Development Assistance Locked Chest Dialogue?

    Hello, I have seen many servers use this "locked chest" thing that was added in 1.8 to display a custom image, like Mineplex's Kit cooldown timer. How do servers do this? Is there a spigot feature, or is it NMS? If it's NMS, please give me a sample code.

    (I don't even know if it is the locked chest dialogue)

    @Dsi_Mario Both - it's Spigot because it's only 1.8, and it's NMS because it's not in the api.
    Also, it's not just locked chest, it's also 'Press SHIFT to dismount' and 'Now playing: C418 - blocks' text.
