Item block region.

Maybe a plugin like this exists. If that's the case, please tell me the plugin name and how to block an item.
I think worldguard does something like this.
But if I wanted to prevent people from using fishingrods in a certain area, I want to be able to region the area with worldedit to block fishingrods for a certain area.
