I would love to get started with development, but I am lost

I have looked through the Bukkit wiki sections for developers, and have watched a few videos to try and sort out what the hell is going on within a Bukkit plugin. I do have Java knowledge and I am learning every day, but I steel feel that I am having a hard time stepping into this strange land.

For reference, I have been trying to figure out how to make a plugin that keeps track of lives for each player, and when it hits 0 they get banned, and when a certain block is placed (only once) they get more lives. Banned players stay perma-banned. If osmeone would like to provide help or point me to resources that can help me with creating something like this, it would be deeply appreciated.
