Question I want to know how to make a Custom HCF Plugin.

Hi! I have been wondering how to make a custom plugin the type of plugin is Hardcore Factions also known as HCF.
Why do I want to make a custom plugin?
Well This is why. I would get a lot of hate I just want to know how to make a HCF plugin.
Why Do I like HCF so much?
I am a minecraft PVP fan. I know i'm not good at it but I would like to host a HCF server.
I have been staff on HCF servers. The server shut down and Restarted and I wasn't staff anymore but anyways that's not the point. I enjoy being staff on HCF servers.
I've been looking for a couple of months on how to make a HCF server. I know how to host a server but I don't know How to make HCF plugins. I had a Developer, When I first hosted a HCF server. But He ETBED the server.
What Does ETB mean?
Basically ETB means Grief. He griefed the servers console and the root.
But thats also not the point the point is, How do I make a HCF plugin with all the commands.
Also I need to know how to make a HCF core with all these plugins.
