Question I need to know name of plugin?

Hi! I am currently creating a server with a few of my friends. We were wondering what a good plugin for (this will be hard to explain) a message that only you can see that the server messages to you in the chat. We are in the development stage and are finishing quickly so please respond ASAP!

As in, if you hit a sign it will send you a message explaining something. For context, we are having faction groups that you can join, each unique in its own thing. We want it to where if you hit the sign it explains the faction and what abilities you will gain.

You can probably use the plugin CommandSigns, when a player hits a sign, have the plugin run a command (maybe /tell) to send the player a message
