What OS are you using? What commands are you using in your bat file (the file you use to start the server)? Are you playing minecraft on your server computer?
Assuming your not using anything special to run the server and you are using a stock bat file, trying something as simple as adding -server may improve your performance. Best bet would be to invest in an additional 2gb of ram, depending on how much ram you are using running everything other than minecraft.

You don't need more ram the server "allocates" what it needs for how many players there are and how much chunk loading is going on. If more users login more ram will be used. We run a server with over 25 connected most of the time. We never use over 1.5 GB of ram. And we have like 40 plugins.
