well first go to http://speedtest.net and begin test. keep that page up. then go to http://canihostaminecraftserver.com and fill out the required info using it from the speedtest and knowing what your ram is. Then it should give you a good estimate of how many you can host

Does the 54mbps include upstream or is that downstream only, like a cable connection?

If it includes upstream, you should be able to handle ~60 without any issues. The main bottleneck being RAM.

That's given the 8 GB that you have. If you upgraded your server's RAM, you could handle probably ~90 on a 54mbit dedicated up/down connection. That involves physically installing more RAM.

If you used speedtest, it should show you upstream and downstream. Upstream is what you're going to look at if you're configuring a server. I've seen it use upwards to 60kb/s (~.5mbps) PER user, if they are highly active. Although that was a while back. I'm not sure if packet data size has been lowered with optimization or not with later updates.

You sure it was 54mbps, or 5.4mbps? lol

Which you choose on speedtest really shouldn't matter a whole lot unless you're trying a server on other side of the world. I've had faster speeds while testing on a server over 200 miles away than I did on one 10 miles away. I just do a lot of them and get the average.

It seems like you have a normal cable connection, which has a limited upstream. In which case, you would only be able to handle one person, two with some lag with the .37mbit you're showing. That's not including yourself, assuming you're logged in via the local network.

For running a server, yes. That's why most people buy either VPS or, if you have more money, a dedicated server with 100mbit lines to host their servers. Some VPSs are between $20-30/mo (USD) for ~10-20 player servers, with limited access to the actual physical server. Dedicated servers are a lot more, but are able to handle a lot more users and you have complete access to your physical server via SSH, etc.
