Harry Potter Rolplay Names/Blood heritage!

Hey so I'm currently staff on a Harry Potter server and we want a plugin that displays someone's IGN, Rank, Family name and Blood type when you hover over their name in chat:

This is how I want it layout when hovering:

{IGN - {Their rank (Student, Staff, Head Staff, Owner... etc)}
{Family (Maybe we can have a list of names in configs which you can change/add}
{Blood type (Half-Blood, Pure Blood, Muggle Born)}

When the player first joins the server I want it to announce to them to pick their First name. After they have entered their name I want it to give them a random Family last name and blood type from a list in config or something and then say "Welcome to the (family name) family!" {Through the use of /title}

/wiz (player) family (family name) {hp.familyname}
/wiz (player) blood (blood type) {hp.bloodtype}
/wiz (player) rank (rank) {hp.ranks}
