Your problems were: spacing was wrong on a number of permissions etc a lot of your "inheritance" statements didn't have a ":" after them, as well as one of your permission statements the above mentioned duplication of 2 ranks Additionally, you might also want to use the inheritance statements so your higher ranks don't have to include all the permissions of the lower ranks.
