Filled Firefighter Plugin

Minecraft version: 1.18

What I want: I want a plugin where you can be a firefighter (if you have the permission ff.firefighter) or an arsonist (default)
As an arsonist, you can use a gas can to pour gas on the ground by right-clicking the ground with the gas can, the gas will be black carpet on the ground.
Once you pour gasoline on the ground you can set it on fire with a lighter, but if it's not set on fire after 30 seconds the gasoline will disappear.
When a fire is set off, FireFighters will be notified via chat with coords of where the fire is, and when they get there they use their fire extinguisher to extinguish the fire by right-clicking it with the extinguisher. If the fire is not put out within a certain amount of time (configurable) it will go out on its own.

I'd like the following items to be as stated:
gas can: gold_hoe:2
lighter: gold_hoe:3
fire extinguisher: gold_hoe:4

Ideas for commands: /ff gascan - gives you a gascan. /ff extinguisher - gives you an extinguisher

Ideas for permissions: ff.firefighter - lets you use a fire extinguisher
