Fire timer plugin/Disable fire

I would like a plugin were you could time how many seconds or ticks, until ANY fire will go out. We own a kitpvp server and if someone shoots a fireball, it will stay on that block forever in a worldguarded region. If the fire is not in a worldguard region, then it will burn the blocks. If this plugin isn't possible, I would like a plugin that would just disable ALL fire from igniting blocks, but still have players burn.
