Factions Isn't Working!!!

Hey I recently started a server on Server.pro and factions doesn't seem to work on it. I have the most recent MCore installed as well as factions, and when I start the server it says "[Factions 2.13.1] === ENABLE COMPLETE (Took 783ms) ===", yet there is no folder for it in my plugins folder, and I am unable to use any commands in game. There are no error messages and nothing seems to be wrong it just doesn't work. PLEASE HELP!
