Entity's cant summon new Neather Portals

Hello, I'm looking for some help.
On Minecraft bedrock edition when making a nether portal for the first time you can throw an item inside of the never entered or exited portal. This item would still travel through the Nether portal and make a new portal before the player has ever entered the nether. On java, this is different when a new portal is constructed items, TNT, mobs, etc can not travel to the other dimension and they fly out the other side. This is because on Java they don't want mobs spawning new portals but in my case I want them to. I'm looking for someone who can make a plugin that allows all entities to spawn new portals.

The server I want to have this on is just a Paper server but I found a plugin for a server with fabric that I think does this. Hope this helps.
