   I recently created a project, I uploaded a file and it has 3 downloads without the project or the file being approved. (The ID of the project is 78961)

   People can already download it if they have the direct link to the file (which they get if they have subsribed to file updates). The unapproved file is 'only' not listed on the files page while being unapproved.
