   What should the plugin do?
   I need a plugin which will block natural entity spawning but not spawning through commands by other plugins. There are many other plugins which do this however they don't allow further spawning through a command by other plugins, this plugin should be compatible with Epic boss gold edition git hub here: https://github.com/ThaH3lper/EpicBossGoldEdition .
