Disable Animal - Minecart - Boat Riding

What im looking for is a plugin that will completely disable a players ability to ride / mount any object or animal

soo no horse riding, no minecarts, no boats, no riding at all

There is no need for a config or permission system but if anyone is kind enough to create such a plugin, then i wouldnt mind a config / permission

Maybe for the config you can choose what is mountable and what isnt?

and maybe for permission - "Mount.Bypass" or something like that soo that certain players can bypass the no riding allowed rule
