Custom Titles and Colors PER PERSON

I used to use hMod for my server, then CanaryMod.
I was able to just type /cmod <name> prefix <prefix>.
and i could also change their name colors and what not
When i put someone in a group, their title and color would be the groups default settings,
but i could change whenever i wanted with a simple command.
I have been searching for a plugin that is like this and can't find one.
In permissions, you have to make a whole new group just to get the color and titles you want,
i tried SGtitles, but that was just for prefix and suffix, and playername was default white, and it wouldn't work unless Chatmanager from PermissionsEx was turned off, if you turn of Chat Manager, you dont get any of the group prefixes/suffixes/colors.
Maybe there is already a plugin like this, but i have been searching and searching and cannot find any, please help?

you can give pre And Suffix per group and also per person!

 

that is a set title and the player is not allowed to freely switch between titles. a mix of SGTitles and PermissionsEX
