   So I'm trying to learn custom world generation and I was wondering if there is a way to create a world like The End or the Nether but with different blocks or would you have to create your own chunk generation?

   You need to create your own chunk generator, unfortunately. Maybe you could use a block populator to replace all blocks of a certain type, I haven't messed around with them much so I don't know if you need to do something so your populator is called last and I don't think it will be very performance-friendly.
