   ... It means that your file is waiting for your Project to be approved...
   Just sit back and wait until a staff member will take a look at your Plugin and approve it.

   Not sure how the plugin approval process is going currently, it takes ages before your plugin is approved.

   Plugin Approvals now only take about an hour.
