Changing Armor Values

Possible Name: Armor Values

What I want: I'd like a plugin that can change the armor values of armor that can work on 1.7.9 and above, sort of like the following plugin: http://dev.bukkit.org/bukkit-plugins/changedamage/ (Which is no longer active and does not seem to work properly for my purposes.)

In more detail, a plugin that can change the global value of armor (Such as changing iron armor to have the same values as diamond armor, so when anyone crafts it, it has the same strength). Not only to apply to specific sets.

It would also be nice is this all could be edited in a config file. It's not necessary for changes to be made in-game.

A final note, I'm not sure if this is possible, but I would greatly appreciate it if somebody would help me out with this, give me some advice, or point me towards a plugin that currently preforms this task. Thank you!
