Catalyst Star drop Plugin

I am in the market for a custm plugin allowing a 1-1000 drop chance from withers, this item is hopefully able to be "consumed" giving Speed 2, Strength 2 and Regeneration 2 for an hour irl time. This item im hoping is using a custom texture (i will supply). Hope you can assist me

1. which version of minecraft?
2. name of the plugin?
3. we cannot add new items.
what you can do is create a server texturepack for a gold apple with the damage idk 5
so that gold apple's with a damage of 5 will have this texture.
now we can just drop a gold apple with the damage of 5 with a 1-1000 drop chance.
and it should show your texture.

i dont want a new item, i want a retextured item that does all the things i wanted lol
