Bukkit plugin [Herobrine] not working as intended despite being enabled and console showing no error

    Greetings,

    Recently I've been searching for old builds of Bukkit and I have, after countless hours of searching, managed to get several builds for various versions of Minecraft Beta. Currently I am using Build #1060 for Beta 1.7.3. I tried to load the Herobrine plugin to add some additional spook, although it isn't functioning as intended.

    The plugin enables and there are no signs of any errors whatsoever. Still, this plugin dosen't seem to work. Typing in /hb does nothing. Apparently it is an unknown command. I honestly don't know what I am doing wrong. Also attaching my server log. Thanks in advance.
