BukGet DBO API

A simple DBO JSON API is up and running. With thanks to the SpaceBukkit team to being the first to talk to the API when it was in beta and providing feedback on that was needed for improvement.

* Updated 4 times a day.
* Only updates differentials from the previous import
* Will download and parse the plugin.yaml file for dependency information
* Specifically designed to comply with Curse TOS (namely rate-limited to human speeds)
* Ability to query for the needed info
